Now we will repair the image.
Important: Promote or change the background layer to a normal layer.
Correct the imperfections such as small white dots, repair
the brick and remove the salt shaker. ;))))
To do this work, I use the zoom, the clone brush, smudge brush,
configuring each brush as needed.
Open a new vector layer.
Select the pen tool.
Close the foreground color.
With the background color open, choose an appropriate color to hide
the edge of a pan in which there was Strudel!
(3 hours to make and 10 minutes to eat).
Use the pen tool in point to point mode to do this.
Convert the layer to a raster layer.
Merge with the layer below.
Or
Merge visible layers.
Here both apply!
We notice the "noise" on the shirt fabric.
To remove the noise, go to Adjust:
Setting: quick noise reduction.
After a few seconds of performance, you will see the difference in the
softness of the pixels.
We could also choose: setting your digital camera noise reduction.
We have a choice of configurations from more to subtle.
You experiment!

We can customize our photo by adding borders, frames,
or use many PSP effects without forgetting about Plugins!
Here's a link for PSP-compatible filters

I did an experiment:
From this site, http://www.flamingpear.com/download.html,
I got a set of free filters.
They are in a zip. I downloaded and opened the zip.
I made a new folder in C:\Program Files\Jasc Software Inc\Paint Shop Pro 8\PlugIns
and named it FlamingPearFree.
Then I extracted all the files from the zip to that new folder.
It worked fine!
Now in PSP, when I look under Effects/Plugins, the Flaming Pear folder is there
and I can use the plugins.
PSPUG has a list of other places that you can get free filters:
